Councilman Frederick Lisy, 37, faces three charges: animal abuse, violating care requirements and letting a dog run at large, all misdemeanors.

The first two charges carry maximum penalties of six months in jail and a $1,000 fine while the third carries 90 days and $750.

A Farrington Avenue neighbor, Sherry Allums, called police Sept 29 when she saw Lisy step on his dog's neck. She was afraid the dog would die. Two additional neighbors were also witnesses.

Allums said, "I'm glad that he's being reprimanded for his actions, I just hope he doesn't do it again."

Lisy said he was punishing his 5-year old dog, Abby, which is believed to be a chow-shepherd mix. She had snapped at a girl walking past Lisy's home. Lisy took the dog to a veterinarian two days later and she was found to have no injuries.

Lisy said his dog was sick on Sept 29 and he had leashed her to a fire hydrant where he could keep an eye on her. He said he knelt on her throat in a "submissive hold" recommended to him by an animal trainer, he denies kicking his dog.
