The dogs were removed from Lorraine Finley's house. They were taken to an animal shelter to be cleaned up. Finley was charged with abuse. A judge made a controversial decision to give Finley back the dogs.

Animal control workers say there are more dogs at Finley's house. She could have up to 180 dogs at her home. One worker says there are up to seven animals in one pen.

The judge has given animal control officers permission to do random checks at Finley's house until the matter is resolved. Finley will have to pay $10 for each dog. That totals more than $500. She'll get to keep them at least until her next court date later this month.

Finley did pick up some of her dogs late Wednesday afternoon. She was expected to get the remaining dogs on Thursday. Her next court date is March 23rd.
