Jose Noel Rugama, 54, of Southwest 25th Street near Fort Lauderdale has been charged with a felony cruelty to animals count and is being held without bond on a 1993 DUI and DUI manslaughter warrant out of Palm Beach County.

In the Palm Beach case deputies say Rugama used the alias "Milton Ponce."

A witness reported to investigators that Rugama had removed a testicle from one of his two Chihuahuas as the dog squirmed and cried out in pain. Rugama used a single-edged razor blade to cut into the two year old dog's groin area.

The dog is recovering at the Coral Springs Animal Hospital. Rugama said he removed a "tumor" from the dog.

Broward Sheriff's Office detectives also removed several animals from Rugama's home. The animals that were removed for their safety include another Chihuahua, a Rottweiler, two Ball pythons and several fish and birds.

Several weapons were also removed from Rugama's home. The weapons were a .22-caliber rifle, a .308-caliber rifle, a 1942 Enfield .303-caliber rifle, a Beretta 7.65-caliber pistol and a Tarus .357 Magnum revolver.
