Over the past year, 87-year-old Callie Frazier and her nephew, Jody Frazier, 54, took in more than nine cats and one dog in their west Nashville home. A pronounced smell came from their Mercomatic Court home, where Metro Health Department officials found cat feces on the dining-room floor and animal waste in the front yard.

Jody and Callie Frazier are already caught in the maze of steps to prosecute them under the existing law. Health inspectors have issued them a notice, telling them to clean the property and take the animals to the vet. If they haven't made ''significant progress'' by Friday, they will be cited to court, inspector Wayne Denton said.

Three of the nine cats tested positive for the feline leukemia virus, Jody Frazier said, and at least one was euthanized because of the virus. Jody Frazier said they are trying ''to be legal'' but stopped short of accepting the health reasons underlying the notice: ''We've got a natural environment here. We've got a lifestyle.''
