Virginia Beach officials have arrested a man in connection with the discovery of a male boxer puppy whose body was found frozen in a neighborhood park.

Curtis Hughes, is charged with felony animal cruelty and disposing of a deceased animal on public property.

Police say they believe the animal died of malnutrition inside Hughes' home. Authorities stated Hughes allegedly then dumped the dog's carcass in the park.

It was during the evening of January 19 when a passerby found a cloth covered "box" in the Wyndamere Neighborhood Park located on Ware Neck Road. When the citizen looked in the "box," she discovered the deceased, emaciated, and frozen puppy inside a dog crate.

Animal Control officials estimated the puppy was about four months old.
