In late 2003, Bakersfield resident Debra Bracamonte pleaded guilty to animal neglect after an apartment she rented was raided by Animal Control and code enforcement officers. More than 30 cats were living in the feces and urine-infested apartment and were sick from the conditions. One was dead.
