The Metro East Humane Society is offering a reward for information leading to the arrest of the person responsible for abandoning three puppies on the society�s doorstep Wednesday or Thursday.

"It was raining, about 35 or 40 degrees. They were shivering and pretty dirty. They were pretty hungry and needed water," said Leigh Ramsey, a shelter official.

Ramsey said the puppies were found at 8:30 a.m. Thursday at the society�s property at 8495 Illinois Route 143. They had been left after 6:30 p.m. Wednesday.

Assistant Madison County State�s Attorney Amy Maher said it is against state law to abandon animals, failing to ensure they are kept safe, warm and fed. Anyone possessing animals, whether they own them or not, is responsible under the law, she said.

The fact that the puppies were left at the society�s doorstep does not absolve the owners of that responsibility, Maher said.

"There is nothing wrong with leaving them at the Humane Society, but leaving them outside without adequate food, shelter and water is not appropriate, and it�s against the law," Maher said.

Ramsey described the puppies as Siberian husky mixes about 4 months old.

"Other than being very dirty, hungry, cold and drenched by the overnight rain, the puppies so far appear to be relatively healthy," she said. The only male puppy has a single blue eye; the other two are buff-colored females.

Ramsey said a small reward is being offered by the society auxiliary for information leading to the arrest of the owner. The amount is to be determined, because members hope to get donations for that purpose, she said.

The society maintains a telephone hotline where people may report information about animal abuse and neglect anonymously. The only requirement is an exact address, including the city, where the suspected abuse is occurring.

Society officials are looking for people to sponsor the care of the recently abandoned puppies and two other groups, as well as several other motherless puppies and kittens. To participate, call 656-4405.
