Alleged: Paul Chad Cox

Paul Chad Cox, 20, has been charged with making a false report to law enforcement officers and with animal neglect. Both are serious misdemeanors.

Lucky, the golden retriever's body was found behind the Cox home at 3723 Fifth Ave on Nov 9. Lucky's legs and mouth were bound with duct tape and a bag was wrapped around his head. Police believe the 6-month old puppy suffocated.

A note was attachaed to the dead dog. The Division of Criminal Investigation Crime Lab found a copy of the note on Cox's computer. That finding prompted police to file charges.

The officials suspected Cox earlier when they found the same kind of trash bags that were tightly wrapped around Lucky's head. Police do not know a motive.

Preliminary police report states Cox was having problems with someone over a girlfriend. No additional details were given.

A laboratory in Ames is trying to determine the cause of death.
