A Lincoln County man has been charged with failing to provide sustenance after Animal Control officers say he neglected three of his puppies. At least one puppy was found dead at the home. Animal Control said the puppy had been torn apart by the other puppies and eaten.

"As we were walking through the yard my daughter starting yelling out look down, watch out, look down, and I looked down and there were pieces of a puppy all over the yard," said neighbor Holly Swanson.

The owner of the puppies voluntarily surrendered the animals, which are now under observation by Animal Control. Authorities were called to the home after neighbors complained.
