Acting on a tip, a city Code Enforcement officer discovered a frozen pit bull Monday afternoon at 361 Ninth St., according to Animal Control Officer Kevin McDonough. The dog, a pit bull-bull mastif mix, was frozen to the ground behind the house near a wooden shed. The code enforcement officer left the dog as is and called McDonough.
McDonough, accompanied by three police officers and an evidence technician, went to the house shortly after 4 p.m.
A young boy answered the door and said his parents weren't home and would return between 5 and 6 p.m. McDonough returned to the house and the parents were still not home. He returned again after 11:30 p.m. After knocking for more than 15 minutes, McDonough was greeted by the residents, who told him the dog ran under the shed and wouldn't come out.
They also told McDonough they were going to bury the dog. McDonough told the residents to present the dog within an hour.
The dog was brought to the police station in Troy at 12:30 a.m. Tuesday and was taken to Troy Veterinarian Hospital on Hoosick Road in Brunswick, where an autopsy was scheduled for Tuesday evening.
McDonough said he has been at 361 Ninth St. before and responded to a call of dogs fighting there last summer. He believes the frozen dog is one of the dogs he encountered over the summer.

A felony warrant was issued for Octavia A. Latimer in mid-January, and she was located by police late Wednesday afternoon and arrested.
She was arraigned before City Police Court Judge Christopher Maier and released on her own recognizance. An investigation conducted by Troy Police and the Animal Control Officer determined that Latimer failed to provide any shelter for the dog and the autopsy showed symptoms of severe malnutrition.
