Daniel Watt and Eric Jowers are charged with animal cruelty. They could face two years in jail if they are convicted.

Prosecutors say they took a sharp object to cut the testicles off a mixed terrier in March 1999. The dog ran away into the woods, where it was found. It was later euthanized.

The Defense Attorney James O. Thomason said the terrier got cut when the pair tried to separate it from a pedigreed dog.

Henry Brzezinski, Columbia-based director of the Humane Society of the Midlands said, "Whoever did this needs to be prosecuted and receive psychiatric counseling,".

The director of the Spartanburg Humane Society's animal shelter, Ken Nixon, said "This is the worse case of animal cruelty I've heard about in the eight years that I've been here."

They also want to know why the matter has not come to trial.

Animal rights activists persuaded the General Assembly last spring to pass a tougher animal cruelty law punishable by up to five years in prison, but because the incident occurred before the law was passed Watt and Jowers cannot be tried under the new law.
