Two Saginaw teens face charges of killing the 4-month old German shepherd by igniting a powerful firecracker attached to its collar.

Charles L. Powell, 17, was arraigned Wednesday by Saginaw County District Judge M.T. Thompson Jr on a charge of killing or torturing an animal.

Authorities also filed a petition in juvenile court atgainst a 14-year old boy on the same charge, Saginaw Police Lt Thomas J. McGarrity said.

Police have not arrested the boy, he said.

The incident occurred along Sheridan near Atwater. Police say the teens apparently lit an M-80, an illegal explosive device they say has the power of a quarter-stick of dynamite, killing the puppy instantly.

Powell, who lives at 3327 Glenwood, remained in jail on a $3,500 cash bond. Court records indicate he is a student at Ruben Daniels Lifelong Learning Center.

If convicted, Powell faces up to four years in prison, a $5,000 fine and 500 hours of community service. The court also could probibit him from owning an animal for a period of time.

District Judge Bruce J. Scorscone will conduct a Wednesday, July 21, prelimianry hearing to determine whether enough evidence exists for Powell to stand trial in Circuit Court.
