Gilbert Smith, 22, who lives in St Bernard housing complex, was booked with cruelty to animals, Lt Richard Marino said.
Drawing praise from animal right activists, New Orelans police arrested a man who allegedly beheaded a small dog in the St Bernard housing development and hung the remains in a courtyard where children often play.
If convicted, Smith could face up to 10 years in prison and thousands of dollars in fines, police, said.
Smith allegedly strangled the animal with a belt and then used a razor to behead and disembowel it, police said.
While police say he initially denied killing the animal, Smith, who has two prior felony convictions for narcotics violations, eventually confessed to the crime.
Said he was upset because the dog tried to attack him and bite him.
Jeff Dorson, executive director of the League in Support of Animals said police have started working more closely with animal rights groups to combat cruelty to animals, such as dog fighting and neglect.
Dorson said he was also pleased that the police were able to get so much evidence in the case, including photos, blood samples and a taped confession by Smith. References | The Times-Picayune, New Orleans - June 11, 1999 |
