David Harvey and Joshua Poole, both 17, were charged with cruelty to animals, theft, conspiracy and receiving stolen property, all misdemeanors.

Harvey was also charged with aggravated assault after police say he attacked an officer during his arrest June 29. The crimes carry a maximum sentence of 19 years in prison and a $47,000 fine.

The bloody body of the 1-1/2 year old beagle mix was found dangling from a bridge in Westmoreland County. Police said the teens took the dog out of a neighbor's backyard.
