Rufus Fleener, 86, charged with cruelty animals for allegedly chopping off a puppy's tail with a hatchet. He was released from the Monroe County Jail on his own recognizance after being arrested on the misdemeanor charge.

Fleener said he believed poodles were supposed to have short tails, so he cut it off on the front porch with a hatchet.
