Richard Webb will face a charge of cruelty to animals in municipal court on Dec. 8. A community safety officer was dispatched to the 200 block of East Hallam at 11 a.m. on Nov. 8 after the witnesses allegedly reported a white man in his 20s yelling at and hitting a dog, according to a police report.

A Witness stated they saw a man yelling at his pit bull, and that the dog ran under a small pickup truck that was in the area. Where the man dragged the dog out from under the truck where it was cowering, kicked and punched at it and then threw the dog into the truck bed, which was full of tools.

The second witness stated earlier in the day he saw the man trying to catch the dog under the truck, and after getting the dog out from under the vehicle he hit the dog with what looked like a stick or a window scraper. The witness said the dog went to the front of the truck bed, and the man continued to strike the dog through a window.

Webb told police that the pit bull is a 2-year-old female named Tonka, and that the dog broke out of the back of the truck, cracking a Plexiglass window in the process. Webb said he was mad about the window, and dragged Tonka out from under the truck and used his foot to keep her in place until he could throw her in the back of his truck.

The report says that Webb said he hit her with his hand but "just to get his point across" and that he was just disciplining her, since he'd never hurt her.

"It wasn't a beating - I know because my dad used to kick me down the hallway," he reportedly told police. "It wasn't like that."

Webb told police that he hit Tonka with a cardboard shim. Police examined the dog and didn't see any injuries on her, and said she appeared to run well. A friend of Webb's said he also watched the incident occur, and said that Webb wasn't trying to hurt Tonka - he swatted her on the butt and threw her in the back of the truck.
