Carl Houghton seeks review of a Henniker District Court award of $2,500 to the police deparmtent for feed and care of three of his cattle since January.

Henniker's animal officer found five of Houton's cows in a wooded lot after receiving a tip. Two had died and three were emaciated. Univ of Hampshire autopsies indicated the dead animals had suffered from malnutrition, worms and dehydration. The surviving animals were taken to a shelter, where they remain.

Charges againt Houghton were later dismissed.
