In March of 2002, a Monroe County animal shelter employee discovered the bodies of five newborn puppies stuffed into an empty dog food bag. A necropsy showed the pups died of a massive brain hemorrhage, such as would be caused by being struck with a blunt instrument or being struck against a hard surface. Cliff Kremmer, the only full-time employee at the shelter, has been accused of killing the puppies, who were reportedly born at the shelter.
As Kremmer is employed by Monroe County, the case is currently being reviewed by a prosecutor in a nearby county (La Crosse) to avoid a conflict of interest. The review of the allegations against Kremmer is expected to take 30 days.
At a recent meeting, Monroe County officials voted to allow Kremmer to continue working at the shelter during the La Crosse County prosecutor�s review of the allegations. PETA is told that Mr. Kremmer continues to work at the shelter in his full capacity alone and unsupervised.
