The city has charged two teens with ordinance violations for allegedly abusing a cat with a metal rod and bleach. The city has charged a 14-year-old East Moline juvenile and Christopher D. Spears, 18, of 3828 25th St., Moline, with violating the city's cruelty-to-animals ordinance.
A cat owned by Scott Desseyn, 32, of 542 16th Ave., East Moline, had gotten out of the duplex on the night of Sept. 10 and entered the house next door at 546 16th Ave.
The juvenile and Mr. Spears told police they hit the cat with metal curtain rods to get it out from behind the refrigerator, Detective Jeff Ramsey said. Mr. Spears told police he poured bleach on the cat and chased it to get it out of the house.
The cat was put in a black garbage bag and left outside the house. The city's animal control officer, Patty Roush, said she found the blood-spattered cat alive on Sept. 13 in a window well at 1706 6th St., East Moline.
The cruelty-to-animals ordinance states that it is unlawful for any person to cruelly beat, knowingly poison or abandon an animal.
The city requires the defendants to report to East Moline Circuit Court. Mr. Spears is scheduled for his court appearance today. The judge will decide what needs to be done, police Detective Ramsey said.
Ms. Roush said the cat's eyes looked puffy and it had blood on its neck, chest and legs. The cat let her pet it, Ms. Roush said. Neighborhood MapFor more information about the Interactive Animal Cruelty Maps, see the map notes.
