On 8/20/04 ACO Sockman responded to the 500 block of Coveside Lane in response to a report of people kicking and beating their female German Sheperd. Two women spoke with her about their neighbors kicking and punching their dog. Both witnesses were extremely upset and willing to testify in court. A third witness approached, who corroborated the witnesses' story and also agreed to testify.

ACO Sockman located one of the owners of the dog, Josue Osorio, and spoke with him. The man admitted hitting the dog, but stated he was training it because it was aggressive. ACO Sockman confiscated the dog and took it to a veterinarian. The dog was very aggressive and the veterinarian was able to do only a very limited exam. The officer transported the dog to the Animal Control shelter. While in custody the dog appeared to calm down somewhat, but remained extremely hand shy.

ACO Sockman charged Josue Osorio and his wife, Ascension Osorio, with cruelty to animals. She also petitioned the court for custody of the dog. Both cases were heard in General District Court on 8/31/04. The officers and the witnesses testified. The charge against Ascension Osorio was dismissed. Mrs. Osorio does not speak English. Mr. Osorio was convicted of one count of cruelty to animals. He was fined $100 with $50 suspended. The dog was returned to his custody, but the Judge ordered him not to discipline his dog in this fashion in the future. The judge set a return date of 10/26/04 to hear testimony about any possible further problems.
