A neighbor called police when he noticed a foul odor coming from a few doors down. When officers responded they found a dead dog hanging from a fence.
And, because of how it died its owner has now been charged with animal cruelty.
Phillip Harter was arrested and has been charged with two counts of lack of caring for his animals. Those charges could come with jail time and fees, depending on what a judge decides.
Authorities stated the family left town, leaving their dogs chained in the yard without any food or water. Authorities also believe the family may have been gone for up to two weeks, because that's how long they believe one of the dogs had been hanging from a fence, caught by its chain and choked to death.
With warrant in hand, animal control officers confiscated three dogs, one of them dying, another dead left hanging from the fence that caught its chain.
"The dog was decomposing very badly," said Steve Lira, spokesman for the Oklahoma City Animal Welfare department. "We believe it was probably a week-and-a-half to two weeks." References « More cases in Oklahoma County, OK
