Officer T. J. Stevens was stopped by a citizen who asked her to check the condition of a "thin" basset hound in the 2900 block of Elbyrne Drive. She found "Beavis" in a pen at the reported location. The pen was full of feces and the dog house was filled with debris. Beavis was infested with ticks and was body conditioned scored at 2 out of a possible 9 on the Purina scale.
The officer spoke with the owner, Gertrude Ann Walker, WF 50 years old. The officer gave the owner 24 hours to make corrections to the dog's confinement area and to take him to a veterinarian for treatment. The owner declined to do. Officer Stevens charged Ms. Walker with failure of duties of owner under Code of Virginia 3.1-796.68. She was also charged with failing to license her animal. Ms. Walker decided to surrender Beavis to the City.
Officer Stevens transported Beavis to the shelter, where he was treated for ticks and other parasites, vaccinated and tested for heartworms. His toenails wer grotesquely overgrown, so Officer Stevens enlisted another officer to help her trim them so that Beavis could once again walk normally.
The case was heard in General District Court Criminal Division on July 6, 2004. Ms. Walker was convicted of failing to provide for her animal. She was fined $100 plus cost of court, $50 of which was suspended.
Beavis went to Basset Rescue and is reportedly doing well.
