At 5:36 p.m. on Saturday August 7, 2004, police investigated a animal cruelty complaint in the 500 block of Oakenwaldt Avenue. A 49-year-old man was charged with two counts of animal cruelty when officers found two emaciated dogs.

One dog was chained to a truck. The chain was so tangled, the dog was standing in its own feces, Nirode said. The other dog was kept in a cage. Both animals were so thin officers could see the dogs' ribs sticking out. The Richland County Dog Warden took the dogs.
