Two suffering dogs were found in Northeast Columbus, OH on July 28; one extremely underweight and the other undoubtedly in severe pain.
Officer Robert Fihe spotted what he thought was a stray " that looked like it was starving to death" walking across the street. Officer Fihe then found the dog's home on 24th Street and made another disturbing discovery. A 3-year-old dog named Roscoe was living with a metal chain buried deep in his neck.
"It was left on a chain for several weeks. The collar's embedded at least half an inch," said Fihe.
The owner says the dogs were fine just a couple weeks ago, but humane agents took both dogs into their custody and right into emergency surgery.
Capital Area Humane Society agents anticipate filing criminal charges against the dogs' owner.
On Thursday, Humane Society director Dan Knapp appeared live on 10TV with Roscoe, and announced that both dogs are expected to make a full recovery.
