A Jenks man was charged Tuesday with two counts of animal cruelty in connection with the starvation death of one dog and the near starvation of another, officials said. An arrest warrant was issued Tuesday for Christopher Ray Martin, Tulsa County District Court records show. Bail was set at $5,000 on each count.

Martin, 34, is accused of failing to provide food and water for the dogs, one of which died the day after Jenks police officers removed them from Martin's home on March 15, said Don Selle, Jenks' acting police chief.

Both dogs had been chained to their houses, he said.

The surviving dog has recovered and was put up for adoption Tuesday at the Humane Society, Selle said.

He said a veterinarian at the Jenks Veterinary Clinic submitted a letter to police stating that both dogs were weak, cold, dehydrated and malnourished, the underlying cause for the one dog's death.

He said a Jenks animal control officer first received complaints about the dogs Dec. 30. The officer, as well as the Humane Society, unsuccessfully tried to work with Martin to care for the dogs, he said.

At one point, Selle said, the animal control officer took the dogs food and water. He said police took the dogs into custody the day they were notified of the situation.
