When you vote, you are voting on whether or not the punishment fit the crime, NOT on the severity of the case itself. If you feel the sentence was very weak, you would vote 1 star. If you feel the sentence was very strong, you would vote 5 stars.

Anita and Brian McKenna, two Oregon residents charged with 41 counts of second degree animal neglect, were ordered to complete two years of probation, serve 116 hours of community service and pay Jackson County for the cost of taking care of their neglected pets.
Jackson County Animal Control officers seized 41 dogs from the couple's home in September. Some of the dogs were running loose on the fenced property while others had been confined in outbuildings with no windows or ventilation, animal control officials said. Others were tied up or living in fenced enclosures.
Twenty six dogs were euthanized as a result of severe health problems. One died in the shelter's care. Many others were malnourished, flea-infested, and tested positive for heartworms, while some had tumors, lesions, and various skin problems.
