Brown has been charged with animal cruelty after his pit bull recently died from the heat when he was allegedly left chained up inside a car for several hours with little air and no water.
Police said they believe Jeffery L. Brown, 33, is responsible for the dog's death. The dog was left in Brown's car parked outside his apartment throughout the day on June 4, 2004 while he went off to work.
Though the passenger's side window was left open about eight inches, it wasn't enough to keep the dog cool.
When he arrived, Officer Richard Cote found Brown's green Saturn parked in front of his apartment. Cote looked inside the car and found the white pit bull sprawled across the front seats. The dog was already dead. Only the front passenger's side window was cracked open. Cote said the window was covered by the dog's saliva and mucus.
Police found no food or water inside for the dog, which had a chain attached to its neck when it was found.
Witnesses told police that they believed the dog had been inside the car all day.
The animal cruelty charge lodged against Brown is a Class A misdemeanor punishable by up to a year in prison and a $1,000 fine.
Brown remains free on $1,000 personal-recognizance bail. He will be arraigned on the charge Aug. 6, 2004 in Exeter District Court.

Brown has entered a entered a plea of not guilty at his arraignment in Exeter District Court yesterday.
A trial has been scheduled before Judge R. L. Cullen on August 27. Court officials said defendant Jeffrey Brown, who does not have an attorney, filled out paperwork to retain a public defender.
Brown, who is free on $1,000 personal recognizance bail, faces up to a year in jail and a $1,000 fine if found guilty.
Epping police prosecutor Karen Springer said the dogs body temperature was at least 110 degrees Fahrenheit - the highest available reading on the thermometer - when the dog was assessed by a veterinarian at Cornerstone Veterinary Hospital. Auburn veterinarian David Smiley, who is not involved in the case, said the average canine body temperature is about 101.5 degrees for all breeds of dogs.
