A 67-year-old Troy woman is facing 41 counts of animal cruelty as a result of unreasonable living conditions on the property. Humane officers received an anonymous tip and visited Shirley Spencer, of Troy, once before and left with seven dogs and a warning for her to clean up the living conditions for the other dogs.

A follow-up visit found the conditions unimproved, forcing the officers to seize 31 dogs, many of which are Jack Russell Terrier mixes, and take them to the Bradford County Humane Society Animal Shelter on Route 220 in Ulster.

"Some have worms, seven have upper respiratory infections, and others are in bad shape," said Bradford County Humane Officer Russell Wilkey, "but most of all, the living conditions were atrocious."

Officers said some were living in small barrels and cages with feces six-inches high.
Timmi Rightmire, the humane society's business manager, said it was a sad situation, as Spencer had lost her job at Paper Magic and could not afford to take care of the animals.
