Volusia County sheriff's deputies arrested Adan Rodriguez, 43, Tuesday afternoon. It happened just after the last of the cows was rounded up from a leased pasture.
Meanwhile, a veterinarian and a rancher in New Smyrna Beach are working to nurse the animals back to health. A young calf died after being found in a severely weakened condition, officials said.
Deputies first learned of the conditions at the pasture after being called to investigate complaints about animals getting loose. When they arrived at the scene, they found many of the cows fighting to survive deplorable conditions, including a lack of food, water and medical care.
Deputies met with Rodriguez, and they told him that better care for the cows was needed. Conditions did not change, and the first 20 animals were seized and the rest of the animals were moved the following day.
