Two dogs neglected

Alleged: James Bennett

A Raleigh man named James Bennett, is in jail and his dogs have been taken away from him. While serving an unrelated arrest warrant at a southeast Raleigh home this week, Raleigh officers said they discovered two dogs, chained up with no food or water. The ribs of both dogs were visible.

Raleigh police charged 20-year-old James Bennett with animal cruelty, in addition to a previous assault charge. Authorities say it is not the first time they have taken dogs away from him.

The dogs are now at the SPCA of Wake County.

Animal cruelty is a misdemeanor, punishable by up to one year in jail and a $1,500 fine, but authorities say such a severe punishment is rare.
