Officers investigated a report of animal abuse after citizens reported a dead dog tied to a chain in the suspects yard. Officers arrived and verified that an emaciated Mastiff mix breed dog was dead on scene, several other pit-bulls were chained in the vicinity. Officer made observations from the public entry to the suspects residence, two young black pit-bull puppies tied to heavy logging chains, another tan pit-bull observed several yards away, all animals appeared thin. Through binoculars officer was able to see what appeared to be two weaned puppies. Officers backed away from the scene until a warrant could be obtained, due to an emergency power outage at the County's court house, Prosecutors advised they could be taken under emergency conditions. Officers went back to the location and impounded one dead Mastiff approximately 2 years of age and looked to have been dead at least 2 days. Also taken were 9 pit-bulls, of these were two puppies. Animals were taken to a local veterinarian, where the adults were in moderate condition, puppies had Giardia. March 10th, Lawyers for Mr. Lynch had petitioned the Court for the immediate return of animals. Kitsap Animal Control is still in custody of the dogs. Cost's to date are in excess of $3,000.00 incurred from medical, Impound and boarding cost's.
