A 44-year-old woman was arrested March 30 for the alleged neglect of 33 dogs. State police at Cobleskill charged Cathleen D. Sullivan with 33 counts of failure to provide sustenance, 33 counts of having unlicensed dogs and 16 counts of non-disposal of dead animals.

Troopers said they found 15 dead dogs and one dead cat at Sullivan's home when they searched the property with a warrant.

They also found 33 dogs alive but without food, water and properly maintained kennels.

Troopers said four dogs were taken to the Fulton County SPCA and four were taken to the Schoharie County Animal Shelter. Sgt. Alan Woodin said not all the dogs were seized.

"The healthy dogs weren't taken � a veterinarian determined which ones could stay," he said. "We took the ones that were sick, emaciated or had something physically wrong."
Woodin said most of the dogs were Alaskan huskies or a similar breed.

The charges, which come from the state's Agriculture and Markets law, are all misdemeanors.

He said laws require animals have access to fresh water and dogs that are kept outside have proper kennels.

Sullivan was arraigned in town of Middleburgh court on March 30, 2004 and jailed in the Schoharie County Correctional Facility on $5,000 bail.

Schoharie deputies said she made bail and was released.

State Department of Environmental Conservation officials and a Cobleskill veterinarian helped with the case.
