Alleged: Joseph Gallo-Kappus
An 18-year-old Carmel man faces a criminal charge after he abandoned a dog, tying it to a tree outside the Putnam County Humane Society on Old Route 6, police said.
The young, tan, male pit bull was found tied to the tree outside the shelter on Friday. Society volunteers notified the Putnam County SPCA police, who began investigating.
Their investigation resulted in the arrest Monday of Joseph Gallo-Kappus on a misdemeanor charge of abandonment of animals. He was released without bail and ordered to appear in Carmel Town Court on April 23.
SPCA police remind Putnam residents that if the see or suspect animal abuse to call the 24-hour police hotline at 845-520-6915. Police say all calls will be kept confidential.
