Harrison County Sheriff's Lt. G.S. Scolapio is investigating several animal cruelty cases, one involving a schnauzer puppy mill.
Nancy Starkey, 66, of Clarksburg, pleaded guilty Thursday to one count of cruelty to animals for keeping 21 dogs in filthy conditions, said Scolapio, who serves as the county humane officer.
The majority of the dogs were full-blooded schnauzers with seven to nine of them puppies, he said.
"We were alerted to the conditions in the house by a motorist who stopped when one or two of the dogs had gotten loose," Scolapio said. "There was also lack of care of elderly dogs that needed veterinarian attention."
