Barbara Morrow of 294 Whitworth Road was issued a citation after York County Animal Control officials seized 14 malnourished dogs at her property Thursday, said Steve Stuber, county animal control director.

Officials also seized a dog and cat from another Whitworth Road residence where there were numerous animals being kept, but no citation was issued, animal control reports show.

Those were the second and third animal seizures in York County this week, bringing the total to 39 dogs taken into county emergency care from suspected "puppy mills."

Officials also issued a citation to William Burger of 1487 Edge Park Road in Clover in connection to an incident Monday when animal control officers took 24 dogs into custody and rushed them to the shelter for treatment, Stuber said.

In all instances, the dogs' owners released the animals into the county's custody voluntarily, Stuber said.

Stuber said the tickets, which were not provided to The Herald, amount to misdemeanor offenses that carry a $470 fine.

"Hopefully we can put places like this out of business," Stuber said. "We're going to stay after these places."

Animal Control is working with the York County Sheriff's Office regarding other potential charges, he said.

Officers found the dogs living in "deplorable" conditions, Stuber said, and they were suffering varying degrees of starvation, skin conditions, nutritional challenges, eye inflammation and tooth disease.

Animal control found the animals following up on tips. The office is still conducting "multiple concurrent investigations" related to the incidents, Stuber said.
