Napanee Ontario Provincial Police (OPP) responded to an animal complaint at Kimmett Side Rd quarry in Napanee on April 28, 2012. Police located a black and white dog submerged under water with a choke chain around the dog's neck and a leash attached to the collar and looped through a cinder block.
During police investigation and multiple interviews, two males were arrested and charged. 18 year old Travis Haaksman and 18 year old Carl Wood of Napanee were charged with killing or injuring an animal under the Criminal Code of Canada. Both were released on a promise to appear in Napanee Provincial Court on May 29, 2012 at 9:30 am.
