A dog found starving and nearly dead is well on the road to recovery.

When Dahlia was found at a construction site in Tucson last month -- she was 20 pounds underweight and too weak to walk.

She was so hungry she had been eating asphalt and trash.

Humane Society workers called it the worst case of animal cruelty they had ever seen.

Now Dahlia is living with a foster family, gaining weight, and walking on her own.

The construction worker who first found Dahlia has said he has plans to adopt her.
