Alleged: Franklin Austin Plumley, IV

An Oklahoma City man is under arrest in connection with an animal cruelty case.

Officers said they received a call that a white horse in the 11900 block of Knoll Ridge Lane appeared to be very skinny with an open wound on its leg.

When officers arrived they said they found the horse on the north side of the property.

Police said the animal appeared extremely malnourished and dehydrated.

Officers arrested the horse's owner, Franklin Austin Plumley IV. He was taken to the Oklahoma County Jail and was booked on animal cruelty charges, according to police.
