As Escambia County deputies ringed his property in crime-scene tape and launched an animal cruelty investigation, Roger Kervin maintained his innocence.

He said he kept the dogs on his 6-acre rural property in Barrineau Park in northern Escambia County for wild hog hunting.

"I don't feel like I've done anything wrong," he said outside his house Wednesday evening. "I've been doing what I've done all my life."

The county seized more than a dozen dogs from Kervin on Tuesday and placed them in the Escambia County Animal Shelter because of their poor physical condition.

Investigators are back at the scene today to complete the search they started yesterday.

This afternoon, the investigation was concentrated in a yard behind the house. A deputy could be seen walking the property.

Animal control officers found more than 50 dogs at the Lawson Lane property when they responded to a call about a dog bite, said Cam Johnson, an Escambia County spokesman.

The dogs had not been treated properly, he said, including not having enough water or shelter.

The dogs in the worst condition - those with medical problems and those that needed proper nutrition to nurse their puppies - were taken to the shelter. The county is trying to get custody of the dogs in the shelter as well as those still at Kervin's place.

Officers returned to Kervin's property Wednesday evening to serve a search warrant.

"Additional animals have been taken to the shelter, and a search is in progress and will likely continue tomorrow," said Greg Marcille, an assistant state attorney. "Certain items have been seized."

Kervin, 66, had not been charged with any offense Wednesday night.

Animal control officers also found 20 hogs and 17 goats on the property on Lawson Lane, said Kelly Cooke, an Escambia County spokeswoman.

Kervin said he's been a hog hunter most of his life, and that's why he has so many dogs.

"I catch hogs," he said. "They say it's cruelty, but I don't know if it is or not."

Kervin said he hunts at least a couple of times a week, which requires a lot of dogs. He said he rotates them for trips, and that he lost 30 dogs last year to hogs during hunts.

Kervin said he's hog-hunted with dogs all his life and doesn't see any problem with it. He said that he takes good care of his animals.

"You just feed them and water them," he said.

The dogs taken from Kervin's property to the animal shelter Tuesday looked emaciated. Kervin said some of his dogs were thin because of strenuous hunting exercise.

"Them dogs work out quite a bit," he said. "They're not going to be fat."

Kervin said he's fed up with being accused of things he hasn't done, referring to his 1992 dog fighting conviction.

"One time they accused me of fighting, and now this," he said, denying that he had harbored dog fights. "They railroaded me. They said I was doing it, but they never proved it."

He said he's upset that his animals are being taken from him and added that he often donates his hogs to charity.

But after this investigation is over, Kervin said, he's leaving.

"I think I'm going to sell everything and move to Alabama," he said.

Neighbor Debbie Rogers welcomed Wednesday's investigation.

"I'm so glad it happened," she said. "This stunt has been going on for years."

Rogers said she hopes there's justice for all of the animals on Kervin's property.

"This is a long time coming," she said.


Case Updates

An Escambia County man was arrested Friday and charged with 78 counts of animal cruelty-related charges after investigators found skeletal remains and animals in poor condition at his home.

Roger Kervin, 66, of the 3000 block of Lawson Lane is charged with 13 felonies and 65 misdemeanors. He was in Escambia County Jail on Friday night under $97,500 bond.

"At this point, our investigation is continuing to as to whether any more charges are appropriate," Assistant State Attorney Greg Marcille said.

The investigation began Tuesday after animal control officers went to Kervin's Lawson Lane home in Barrineau Park to check on a complaint about a dog bite.

When officers arrived on the property, there were 77 animals - 43 dogs, 16 goats, 16 hogs and two piglets. Nine skeletal remains, two dead goats and a dead hog also were found.

Escambia County animal control ended up seizing 20 of the dogs as a result of their poor health and living conditions, according to an arrest affidavit.

"As a result of their extremely poor health conditions, 10 of the 20 dogs seized were euthanized," the report states.

The arrest affidavit also states that several of the dogs were emaciated, some had sores and infections, and others had puncture wounds and scarring consistent with fighting.

One dog was having a seizure when the officers arrived, and another had a ruptured anus, the affidavit states.

"The pens the dogs were kept in were filled with feces and mud, several inches deep with limited to no shelter," the affidavit states. Before officers left Lawson Lane on Tuesday, they told Kervin that he needed to improve the living conditions of the animals that were left his care.

The affidavit also states:

» The 23 dogs' living conditions included non-potable water, no food and limited to no shelter.

» The 16 hogs were in a pen that did not include an area for the hogs to get out of their slop, which contained feces, urine, food and mud.

» Of the 16 goats, some were malnourished.

The State Attorney's Office, Escambia County Sheriff's Office and animal control returned to the Lawson Lane property Wednesday and served a search warrant.

Kervin had made efforts to improve the remaining animals' living conditions when the investigators returned, but investigators decided to remove those animals from the property as well.

Escambia County Sheriff's deputies and animal control officers raided a Cantonment property for the second time on Wednesday afternoon, seizing even more of about 90 animals found in what was described as poor living conditions.

On Tuesday, animal control officers seized nearly 20 dogs from the property in the 2800 block of Lawson Lane off Jack's Branch Road. It all started with a dog bite complaint, but when they arrived, officers found 50 or more dogs, 20 hogs and about 17 goats, according to Kelly Cooke, spokesperson for Escambia County.

Escambia County Sheriff's deputies stood by as county animal control officers seized about 20 of the dogs. "They were the ones that were in really, really bad health or bad shape," Cooke said. Some of the animals were reportedly tethered without food, water or property shelter.

Seven of the dogs were euthanized due to their severe condition.

By Wednesday, property owner Roger Kervin spoke out in his own defense, saying that he had doing nothing wrong. Kervin said he keeps the dogs in good shape for wild hog hunting, often using the wild pork to feed people at charity events.

Late Wednesday afternoon, Escambia deputies served a search warrant on Kervin. More dogs were seized, and authorities returned on Thursday to seize the wild hogs and even a few peacocks on the property.

Assistant State Attorney Greg Marcille said Wednesday afternoon that his office is reviewing the case to determine what, if any, criminal charges may be filed against Kervin.

This was not the first time Kervin has been investigated on animal mistreatment allegations. According to court records, he was sentenced to six years probation in 1992 for using animals to bait or fight other animals.
