A Queensbury man was jailed Thursday on charges that included animal cruelty for allegedly leaving a dog chained to a frozen shelter, officials said.

Todd E. Cook, 36, of Garner Street was charged with misdemeanor animal cruelty after Queensbury animal control officer Jim Fitzgerald received information the beagle had been left outside for an extended period of time chained to a car carrier that was half-filled with ice and water, court records show.

The dog was sitting on top of the shelter, and the shelter was deemed inadequate, leading to the charge, records show.

Cook was also charged by State Police with misdemeanor criminal contempt and a non-criminal violation charge of harassment for allegedly hitting a Queensbury woman who has an order of protection against him.

He was arraigned in Queensbury Town Court and sent to Warren County Jail for lack of bail, but had posted bail as of Friday.
