Two people were charged with animal cruelty after officers found a pit bull tied to a porch starving Monday.

Officers responded to the 300 block of Chesnut Street on Monday where they found a white and tan pitbull nearly starved to death, according to the incident report from the Rock Hill Police Department.

A one gallon milk jug, which had been cut in half, with extremely dirty water was found nearby. The dog was tied with a makeshift leash to a porch outside an apartment.

Residents in other apartments told officers they had been feeding the dog to try and help it. No one had seen anyone at the apartment in some time.

York County Animal Control responded and deemed the area unfit for a pet and are in the process of seizing the animal for safety.

The owner of the dog, Charles Hall, 48, was eventually located in jail on another charge.

He is charged with cruelty to animals first offense, according to the report.
