Alleged: Charles H. Barlow

Police say a west end man starved and tortured a dog until the animal had to be put down.

According to the arrest slip, the treatment the dog received at the hands of 32-year-old Charles H. Barlow led to the animal's death. A necropsy was performed indicating demodectic mange - a condition where Demodex mites overrun the pet causing serious skin disease.

Police say the animal also suffered severe emaciation and infection. The dog was euthanized.

Police say Barlow, whose address is listed in the 1900 block of west Chestnut Street, surrendered the animal and completed paperwork using a false name and address. He told officers that the dog's purported owner was on home incarceration and that he was taking these steps on the owner's behalf.

Police say Barlow altered or falsified information to avoid prosecution.

He was arrested on January 19, and charged with forgery, tampering with physical evidence, torturing a dog or cat with serial physical injuries or death, and cruelty to animals.

Barlow's court date was set for Feb. 27.
