An Ogdensburg man was charged Monday by state police with animal torture.

Frank R. Cushing Jr., 31, of 305 County Route 28, is accused of beating a pit bull puppy to death because the dog had an accident in the house, troopers said.

A neighbor, whom troopers declined to name, was walking her dog by Mr. Cushing's residence when she saw him hit a puppy that was yelping, troopers said.

Cushing was issued an appearance ticket to appear in Lisbon Town Court on November 22 at 7PM.
