Police charged a Memphis man with aggravated animal cruelty on Thursday after discovering several dogs so thin that their ribs and backbones showed and with no food or water.

Montrella Hassell, 30, faces four felony counts of aggravated cruelty to animals and a misdemeanor charge of cruelty to animals. Hassell was held in Shelby County Jail with no bond amount immediately set.

While handling a disturbance next door, officers noticed one dog tied to a security door and found a pit bull puppy tied to a tire rim in the backyard at 2336 Warren, near Norris and Elvis Presley, according to a court affidavit. They found 13 other dogs, including one that just had seven puppies, inside the house.
