Humane officers said they seized 40 dogs from a Franklin County home because the animals were living in unsanitary conditions.

County humane officer Buck Hessler said the former owners, a Southampton Township couple, surrendered the dogs Friday to the Cumberland Valley Animal Shelter.

Hessler said the dogs had access to food and waters, but many of them had dirty and matted fur and none of them were spayed or neutered. The dogs were between eight weeks to about five years old.

He said the owners have health problems and taking care of the dogs became too much for them to handle.

"I asked them why they didn't get rid of the dogs or sell them and they said they did give a couple of them away," Hessler said. "People brought them back to them, and then when they brought them back they were pregnant."

The couple will be allowed to keep four dogs as long as the animals are spayed and neutered.
