Animal cruelty charges could be brought against the owners of two dogs found starving and buried in trash Sunday after police spotted them while serving a warrant in North Philadelphia.

According to officials, city police contacted law enforcement officers with the Pennsylvania Society for the Prevention of Cruelty to Animals after finding two emaciated dogs chained down and covered in four feet of trash while they were serving a warrant on a warrant on a man wanted in connection with an assault investigation on the 2600 block of N. 23rd St.

"I've never seen anything like this," said George Bengal with the PSPCA, who added that it appeared as if one of the dogs hadn't eaten in weeks and questioned whether if they would survive.

The dogs were freed from the trash and removed from the location.

Officials said a woman and her three sons live at the home and could face animal cruelty charges.
