Jason M. Dittmer, 26, of 212 Saint James St., Neosho, Mo., was charged June 20 in a court appearance ticket with animal cruelty.

He is to appear in court July 6.

Police said two people saw a small dog hanging by its neck from a leash and collar along the side of a Ford F-120 pickup; truck on the 1500 block of Lake-Cook Road.

One of them was able to pick up the dog and place it back in the flat bed of the truck and then call police.
