Three dogs starved to death in home

Less than 24 hours after asking for the public's help locating a suspect wanted for cruelty to animals, Louisville Metro Police and Metro Animal Services arrested Kelly J. Stice.

The arrest took place shortly before 9 p.m. Wednesday at the MAS animal shelter in the 3700 block of Manslick Road, just north of the Watterson Expressway.

According to an arrest warrant, earlier this month, Stice "unlawfully and intentionally caused the death of her three dogs by abandoning her residence, leaving behind the dogs to suffer and finally die."

Stice's residence is in the 6800 block of Manslick Road, near Iroquois Parkway.

The arrest warrant states that Metro Animal Services officers originally received a call from one of Stice's neighbors, who looked through the window of the home and saw one of the dogs lying dead on the floor.

Upon interviewing the neighbors, Metro Animal Services officials learned that Stice had not been seen at the home for the previous six weeks. When Metro Animal Services officers executed a search warrant on the home, the bodies of three dogs were discovered.

"The bodies of the three dogs were so badly decomposed, [that] there was no fur on the animals, there was visible skin on bones as if there was no meat and/or muscle tissues," the warrant states. "One dog had living maggots on its body. There was no food or water for the animals, and there was fecal matter about the home."

The house and yard were also "extremely flea-infested," according to the warrant. Metro Animal Services officials were "covered in fleas just approaching the house."

Stice is charged with three counts of torturing a dog and three counts of cruelty to animals. She is scheduled to appear before a judge for arraignment Thursday morning.
