Cat trapped & drowned
Prescott Valley, AZ (US)

Incident Date: Saturday, Aug 20, 2011
County: Yavapai

Charges: Misdemeanor
Disposition: Alleged

Alleged: Name Undisclosed

Prescott Valley police booked a Prescott Valley man into the Yavapai County Jail on Saturday on misdemeanor charges of cruelty to animals after a witness heard a cat making noises as if it was fighting and saw the man dunking a trap into containers of water, said Sgt. Brandon Bonney, spokesman for the Prescott Valley Police Department.

"The original arrest was for a felony. The charges have since been dropped down to a misdemeanor," Bonney said. "I believe that went to the county attorney's office. They declined felony prosecution."

Bonney said there are a number of reasons that can play into that decision, including the suspect's criminal history or lack of one. A late afternoon call to the county attorney's office on Wednesday was not immediately returned.

At 8:11 a.m., officers answered a possible animal cruelty call in the 4300 block of Hoffman Drive and spoke to a witness who heard a cat making noises as if it was fighting and saw a man standing near buckets of water and a trash can while holding a trap, Bonney said.

The witness stopped watching, but looked out the window after hearing a splashing sound and saw the man dunking the trap into one of the containers and heard a cat howling, Bonney said. The witness eventually did not hear any more howling, Bonney said.

When officers spoke to the man, he told them he had the traps for a skunk problem, but officers saw a dead cat inside a trap. The man told officers that the cat died two days earlier and that he was not sure what to do with it.

Yet officers noticed the cat appeared wet and the cage was not near any water sources, Bonney said.

Officers arrested the man and booked him into jail.

"I don't believe we have formally identified the owners of the cat," Bonney said.
