Alleged: Charlotte Yvonne Permenter

An Elk Grove woman was arrested Thursday afternoon for elder and child abuse as well as animal cruelty after police found three people living in filthy conditions on the 4600 block of Stuben Court.

At about 4 p.m., police found two children, a 14-year-old and a 12-year-old girl, as well as a 53-year-old woman living in Charlotte Permenter's home, which was covered in garbage and debris as well as dog, mouse, and rat feces.

Inside police found the conditions to be so unbearable that the Code Enforcement officers had to "red tag" the residence, take the children into child protective services, and transport a 53-year-old infirmed adult to the hospital for medical treatment.

Charlotte Permenter, A.K.A. "Low-Rider", has been through the Sacramento County Court system before. In 2009 she was charged with domestic violence, a charge that was later dismissed. In 2006 and 2005 she was charged with shoplifting and in the latter case contributing to the delinquency of a minor as well.

Animals that were found inside the home were taken to the SPCA.
